Ray Munro is a Paedophile and Predator
Ray was another stray that Bob had met in the pub 18 months before Charlene went missing. He was invited into the Downes family home to drink with Bob. We are unsure if Bob knew about Ray’s dark past at that time. Ray was a sex offender who liked both boys and girls .
According to research, paedophiles who abuse both sexes are a greater danger to children.
What we do know as a fact , is that Ray was charged with the abuse of two children and was due in court to be sentenced on the 3rd of November. The same day Karen reported Charlene missing.
At this time, he was living at the Downes house, and Karen and Bob were both aware of the charges against him .
On the Thursday before Charlene went missing, Ray sat down in front of Karen and Charlene and other members of the family and told them all about his charges for sexual abuse. He claimed he was getting set up by his ex.
He was allowed to stay in the Downes home unsupervised with their children.
Ray went on and attacked a 9 year old child visiting the Downes home.
Which he admitted later on to the police. The 9 year old wasn’t his only victim.
It’s believed he was also abusing Charlene.
Ray was still allowed to stay at the Downes house after attacking the child .He was still given full unsupervised access to the Downes children.
Shortly before Charlene went missing, she was stopped by the police with Raymond and another man on their way back from Fleetwood police station.
Ray was signing bail for his sexual abuse charges on two children. He took a child with him to sign bail for sex offences.
On the evening of the 1st of November, when Charlene went missing, Karen was sharing a bag of chips with Ray .
He was stressed out about his upcoming court case . Karen was reassuring him everything would be fine .
Raymond hasn’t faced any charges for the attack on child or the sexual abuse of Charlene even though he admitted the offences.
The CPS refused to bring charges against him.
He’s not the only man who has admitted to sexually abusing Charlene and who faced no charges from the CPS.
